Book: City of Cain

Senator Roos' younger brother, a Vietnam veteran recovering from a serious head injury, becomes aware that the U.S. President and a select group of his closest advisors are building a top-secret underground complex in preparation for surviving and retaliating against nuclear warfare, though the rest of the population would be left to perish. As the secret cadre learns of his interest, they work to control his mind and growing telepathy before he can expose their plans.
